How to reset galaxy s4 with computer ( NO ACCESS TO PHONE)

My phone wont load, ive tried using the built in restore, nothing.
Its been like this for an hour and all it does is stick on the blue flashing samsung logo
ive tried using kies but it doesnt pick up the device, it is rooted, i deleted the settings apk and it rebooted itself and wont load back up PLEASE DOES ANYONE KNOW HOW I CAN RESET IT USING A COMPUTER ( cannot access phone so can't change any settings or anything )

Can you boot to download (Volume -/Home/Power)? If so, flash the latest ROM for that model/country/carrier from SamMobile Firmwares using Odin. If not, you may need a Samsung Dongle. (Look on eBay - they're about $2 including shipping.) It will force the phone into download mode.

i cant donwload anything from sammobile webpage it doesn't let me any other way i could get the firmware?
