Why can't I turn off Location Reporting on my GS4?

I want to turn off location reporting and location history. I go into google settings and find location reporting. Under the title "location reporting" it says it's turned on. I tap on it and it gives me the slide switch to turn it off. I then turn it off. It says it's off but as soon as I back out to the previous page, it shows it's still on. No matter how many times I turn it off it just won't turn off. The same thing with location history.

Welcome to Android Central! Perhaps you installed an app that might be overriding it. Try booting into Safe Mode and see if you can turn off Location Reporting then. If that doesn't work, then try wiping the system cache partition, which won't erase any personal data. Steps for both are here: http://support.t-mobile.com/docs/DOC-5744
