Can't uninstall apps or move them to the SD card

I have had my un-rooted Verizon GS4 for about 1.5 years and have not had a problem with installing apps or moving them to the SD. Today, I ran out of room to update apps so I was trying to make room. I go to App Manager and first tried to move apps to the SD card. I clicked the button and it said "moving" but sat there for like 10-15 min without doing anything so i hit back. Since that didnt work I tried unistalling something. It just hung on the status bar and then the phone resets. This has happened multiple times... any recommendations? :-\

You might have so little room the OS can't do much. Try this: go to Settings>storage>click on the cache partition. It will ask something like if you want to clear cached data with Cancel/Ok. Click ok. See if that helps to free up some space to delete some apps.
