Why can't I uninstall apps on my S4 even with application manager?

I am having a lot of trouble managing my applications, it used to be really easy to remove applications before the update.
When I go to remove any application and click uninstall, the loading bar will show up but it won't finish. It will just show the loading bar forever.
I've tried the other ways to uninstall by holding and dragging to uninstall, it will say 'this application will be uninstalled' and then nothing happens and the app is still there.

It's been lagging/ freezing so I was hoping maybe I could free up some space

I might do a hard reset if this will solve the problem, but I was trying to avoid that
