I recently purchased a Samsung Galaxy 4S and when I place calls everyone tells me that I sound like I'm under water. Any suggestions on what might be the problem?
Or it's a Verizon or Sprint (or one of their network operators) phone, and that's what CDMA sounds like when the signal gets weak. (GSM sounds like autotuning on steroids.) You can't get static from a weak signal with digital communications, the signal "goes digital" - underwater or autotuning, depending on the technology.
