Hey guys, Could anyone help me out with a situation. I want to absolutely lock down a S4 for a person who is suffering from mental issues. I want to be able to control who he adds to his contacts(so anyone who is not on his contact list cannot call or text him), what apps he uses, control over web browsing(not to only block porn but all websites unless I allow the websites) for him not to be able to download any apps by himself and so on. Please help me out so I can help him.

That's a very touchy issue. Are you a relative or a legal guardian for this person? Or just a concerned friend? If you're not a relative or guardian, I'd say that you don't have the prerogative to do those things to his phone, regardless of how well-intentioned you may be.

If you do have some kind of legal guardianship over this person, then one step may be to swap out the S4 for a feature phone (i.e, a "dumb" phone), to take away the browsing and apps issue.
