As a phone? Um sure add a SIM card.
As a tablet? That's a small tablet.

What model Galaxy S4 do you have? Go into the settings and about phone for the model number. As mentioned above, you'll need to have active service either via a GSM or CDMA carrier, depending on the model S4 you have (not all are the same). As a tablet, yes. You don't need data services and/or the phone to be connected. Just use the device on WiFi. Note that you'll only have internet connection when connected to WiFi and/or a mobile hotspot.
