Google Contacts Won't Sync/Can't Access Google Account Settings

It seems my Google contacts are no longer syncing to my Samsung Galaxy S4. I'm not entirely sure how long this has been an issue. Possibly up to 2 months. I went to Settings>Accounts>Google (to force a sync) and as soon as I clicked Google I got a message "Unfortunately, Settings has stopped." No other info. So I'm unable to get to the Google account settings.

Android Version: 5.0.1
Android security patch level 2016-05-01

Absolutely no different in safe mode. I'll also note my wife has an identical phone with identical Android updates but for the most part a pretty different sent of apps. She has the exact same issue.

That suggests a problem with the firmware. Try reinstalling the firmware using Kies or Smart Switch.

Kies doesn't seem to like my device for some reason. Says it isn't compatible. We are getting beyond my comfort level here.

The S4 is a device that seems to fall in a grey zone between Kies and Smart Switch. Since Kies doesn't seem to work with it, try Smart Switch to reinstall the firmware.
