Welcome to Android Central! Since there was no indication that this has anything to do with rooting, I moved it from the S4 Rooting forum to the main S4 forum.

If rebooting doesn't help, then go to Settings>App Manager, select Internet, and Clear Cache. If it persists, you can also try the Clear Data option, but this will probably delete any saved bookmarks as well, so be forewarned.
