Can't receive data/notifications over network

Can anyone PLEASE help me, I have been on the phone with T-mobile and Samsung and neither one can help me! If I am in WiFi I am golden, but over the regular 4g LTE I only receive phone call and text. I can still open up the apps and web site and get the information, but I don't receive the icon notifications. I also am having trouble with my emails, I find that I am deleting the same emails multiple times. My Google calendar wont sink, I move appointments but sometimes it wont save.:'(
