I like to listen to radio on my cell. Typically this is talk - either NPR or something on iheartradio. Since it's just voice I'd like to minimize the amount of data the radio app uses by reducing bitrate or whatever would do that. I checked iHeartRadio yesterday and in 1 hour it used almost exactly 70MB.

Is reducing bitrate the way to reduce data usage?
If so, is there a radio app that will let me reduce the bitrate?
If not, what can I do to reduce data usage when I'm away from any wi-fi?
