Why can't I turn on App after 4.4.4 update on S5?

So, I've seen some voice mail issues posted about the latest S5 update from VZW, but nothing quite like I'm seeing. I had turned off the "Voice Mail" app (via the application manager) prior to this latest update (when I was on 4.4.2), and after the update (to 4.4.4) there doesn't seem to be a way to re-enable the app. In the application manager, it looks like it's turned off (i.e. it shows up in the "turned off" tab of the application manager) but the "turn on" button is disabled. It's not that I want to really enable the app, but I'm just concerned that my phone is in some kind of weird state.

Try booting into Recovery Mode and wiping the cache partition, which won't erase any personal data. This can be useful after major system updates. Reset: Samsung Galaxy S 5 | T-Mobile Support

Tried wiping the cache but no luck.

Try going to the App Manager, tapping Menu, and then Reset App Preferences. This not only clears app defaults, but also re-enables all disabled apps. Maybe that will spring it free.
