Can you pull down the notification panel on an s5 with the lock screen on / If so how because mine doesnt pull down unless lock screen is off and I note the version is Jelly Bean Not Kit Kat
 
No, the notification panel is not active in the lockscreen. It would be a potential security flaw if anyone could pick up the phone and start reading your notifications. Many lockscreen apps allow you to show notifications, but the difference here is that you can select which ones show--you can't do that with the regular notification panel.
 
You can if you don't have a security setting for the lock screen. I just use swipe to unlock my phone and I can pull my notification tray down from the lock screen. I actually use this all the time because I have a flashlight toggle that is always in my notification tray so I have quick access to a flashlight.
 
Good to know! Incidentally, if you use a widget like Power Toggles, you can place a toggle bar on the lockscreen, which can include a flashlight toggle. So if you did want to have a more secure lockscreen, you'd still have the flashlight toggle easily available.

They took away the ability to add widgets to the lockscreen with the S5 (which is really disappointing). Many guess that this is because of the finger print scanner.
