How can I unblock my phone that has been blocked by the government (Samsung Galaxy S5)?

The government block my Samsung Galaxy s5

I don't know what happened,the good friend of mine was using my phone but when I got my phone back my phone was already block from the FBI,but I really want to know how to unlock my Galaxy s5 please

Welcome to AC.

That will be malware, nothing to do with the FBI, but an attempt to get you to pay money.

First, boot into Safe Mode, which temporarily disables all third-party apps.
Next, go to Settings, Security, Phone Administrators, and disable the obviously malicious one in there, whatever name it may be using.
Third, go to Settings, Apps, All, scroll to the malicious app, and select Uninstall.
Fourth, Power Off and Restart the phone, which will take you out of Safe and into Normal Mode.

Lastly, report it to the true FBI, and Google, if you wish.

Lastly lastly, please let us know if all that works, since other people have the same problem with such malware.
