Why am I not able to make or receive calls on my Samsung S5 gt900?

phone bocked samsung s5 gt900

i recently bought a second hand s5 gt900 it is unlocked but when foning it blocked it will not allow me to recieve or make calls

Welcome to Android Central! Do you have a SIM inserted? Do you have an active cellular plan? If so, then it's possible the phone you got is blacklisted (i.e., stolen, or unpaid for by the previous owner). A blacklisted phone can't be used on any network.
