Welcome to Android Central! Do you recall which account you saved your contacts to? If you saved them to your Google account or your Samsung account, then they're probably synced with your Google Contacts in the cloud or your Samsung account in the cloud. As a general rule, it is always safest to save your contacts to your Google account, because they sync to your Google Contacts in the cloud immediately. Saving them to the local Phone account is the worst place, because they don't sync or back up anywhere automatically, so if something happens to the phone (as in your case), they may be irretrievable.

On your computer browser, go to contacts.google.com. Do you see your contacts there?
