Setup Wizard fail: android.process.media stopped

I'm trying to revive my S5 after a big fail to get to Marshmellow. I flashed G900VVZW2BPB1 (5.0 - not rooted) with Odin 3.11.1 - no obvious errors found. In Setup Wizard I see "Unfortunately process android,process.media stopped" (also often get Google Play Store and Gmail stopped) over and over. NTL, I've been able to limp through to the point where my apps will be loaded from Google. The wheels fall off here. Every time I hit OK to the android.process.media message, I get sent back to the step before.

Digging around, there's a suggestion that the SD's file system has something to do with it. I formatted it to exFAT. No change. Left it out of the phone. No change.

The most common "fix" is to clear the app's cache and data. Kinda hard to do when there's no way to Settings...

Now what?

The fix is to do an FDR. End of problem - wizard runs to completion without whining.
