I cant access my photos in Gallery or Google Photos

When I go to Google Photos or the Gallery App I get the following error message "Allow Photos (Gallery) to access photos media and files on your device?"
I then click on Allow and get the following" Screen overlay detected to change this permission setting,you first have to turn off the screen overlay from
Settings > Apps I then went to and did this rebooted the phone It show that these are off as instructed and when I go back to Photos or Gallery I still get the same error message.

The phone is an unlocked T-MobleS5 SM-G900T

Problem is solved.

For me the removal of Clean Master was the solution. After I gave the apps permissions I reinstalled CM Lite and everything work as it should.

Before I get responses saying Clean Master is all kinds of evil I use it to hibernate apps and I am quite happy with it saving power and killing open background apps.
