I use VPN1Click because I only pay $9.99 per year and don't use it enough to justify spending more.

I've also used Torguard and Private Internet Access too. They normally run arond $60 per year, but have semi-frequent sales like this one:

The higher priced ones will allow you to use on desktops, tablets, and phones and offer more servers.

A cheap one will give you one or two servers in that country to pick from. More expensive ones will allow you to pick specific cities, states, or regions within a country.
