Welcome to Android Central! The setting where? Are you on the lockscreen or the homescreen? If you're on the lockscreen, it only allows emergency calls, since they want anyone to be able to use any phone, regardless of security, for emergency calls. You have to unlock the screen to make a regular call.

If you're seeing that on the homescreen, then look at the signal bars--do you have any signal at all? Are you sure your SIM card works? Speak to your carrier.
