Notification LED issue and question how to change it?

Guys, Did some of you know why LED notification (blue) blinking every 3 seconds even I am not charging and there is no new email, texts, missed calls etc.? It's blue led notification and it's annoying. Any tips.

If you restart the phone, does it go away? Have you installed any notification-affecting apps like LightFlow recently?
