I have the exact same issue. From other threads it appears the issue is with the kernel.
My nexus 5 does not even have an option for enabling DTMF or any other options related in Phone Dialer but luckily found the option in accessibility to change "Touch and hold delay" to Long.

This solved the issue for me. Although I need to press the keys a little longer than normal, this
at least works!

Thank you so much you saved my life.
I have Samsung note 4 and for those who don't have "phone " in their settings you just
- tap application
- call
- DTMF tones
- choose long
you're welcome

Perfect! Worked with my S7. Took a bit more to find DTMF Tones.
ADD Tap More Settings under item 3 to find DTMF on S7

I have this issue with my S6 l bought unlocked. However I have no option under phone to get to DTMF. I have "more settings" but it won't open, just says "reading settings" and the indicator spins as if it's trying to access something.

Awesome dude! For Samsung S5 it's

<Settings
<Applications
<Call
<scroll to bottom for 'DTMF Tones'
Set tones to Long.

Worked!

Hey!!! Thank you very much!!! Just wanted something in case someone else has my same phone. I have just bought a galaxyS9+ and I found how to fix it while searching for "touch" while in settings.

Tap on Touch and hold delay and change it from normal to long.

Hope this helps someone!
