Volume buttons don't change sound settings when phone is locked?

I noticed that on my s6, the volume buttons don't change the sound settings when the phone is locked but when i tried it on my sister's s6 it does. Does anyone know how to fix this or what the problem could be? I'm using nova launcher prime but i don't think that has to do with it. Any help would be appreciated!

When I'm playing music, hitting the volume keys with the screen off changes the media volume.

Alternatively, I just 'tested' and my media volume was on. Turned screen off and hit volume down a bunch and then screen on and media volume was down.

I'm not talking about media volume i meant like changing the phone from mute to vibrate to sound

I think all of the Galaxy models work like that. I couldn't get my S3 to change the volume unless I unlocked it. It will let you do it however, if the phone is ringing.
