Cant Access Apps When Not In Wifi

Hi.. new to this site, and how it works. So set me straight if Im not following proper site protocol

Galaxy Samsung S6. Wifi turned off. Trying to access certain apps on my phone, Sigalert, Weather Channel, others, etc.
They wont load, or open up. But if I turn Wifi on, they open immediately. This hasnt been a problem up until now last week or so.
Is there some function deep inside settings I need to look at?

Check "Mobile Data" - that or wifi has to be on to access the internet. Both Sigalert and he Weather channel have to access the internet.

Where do I find Mobile Data.. Or is Mobile Networks same thing?
And previously , if I was somewhere that didnt have Wifi, I was still able to access sites
