When you pull down the quick settings menu from the top of the screen, is there any way to not require unlocking the phone to toggle settings on/off? For instance, I can turn flight mode and sound/vibrate/mute on and off without unlocking but if I press the bluetooth or wifi icons, it then requests unlocking the phone to turn them on/off. Is there any way to change the settings so they can just be toggled on/off without unlocking?

Not without changing your Lock settings to None or Swipe.

Correct, you need to disable any secure lock screen.
