NFC not working and causing phone to crash: Help!

- When I use the dropdown menu to activate NFC (shown in pic1), it doesn't do anything.


- When I try to access "NFC and payment" in settings, the settings app crashes


- When I try to access samsung pay, the app launches, the intro plays, but when i hit "next" to setup, nothing happens

Can somebody help me troubleshoot?

Is this on Verizon? I heard they don't offer Samsung pay as yet, so maybe that's the problem, I dunno.

It's at&t.

Additional information: I had package disabler pro installer. I disabled all bloatware. NFC worked while bloatware was disabled. I already tried re-enabling all packages, no luck.
