I couldn't get my Samsung Smart TV I bought in 2012 to play a video I created on my S7 either.
I had to convert the video file on my PC to get it to play on my Samsung Smart TV. I used a free program called Freemake Video Converter. I am sure there are many others will work also.
Freemake Video Converter

To convert it:
  • Run Freemake Video Converter
  • Select “+Video”
  • Select your video
  • Select to MP4
  • Use preset (Same as source H.264, ACC)
  • Select “Convert”

Original video file:
MP4 H264 1920x1080 16:9 27895 Kbps 25 fps
Converted video file #1:
MP4 H264 1920x1080 16:9 4610 Kbps 25 fps
Converted video file #2:
MP4 H264 720x404 16:9 1749 Kbps 25 fps

Apparently the Samsung Smart TV is very picky on the specific formats it supports. It worked with the two different formats I converted it to. You can experiment to find other formats your Smart TV will work with.
