Trying to set up Google allo on galaxy s7, screen overlay message pops up and takes me to settings, and allo and every other 3rd party app is off and I can't turn it on. When I go to apps, select allo then permissions I can't give any of the permissions the ok without the screen overlay message popping up again. Does anybody know what I'm talking about and if so do you have a solution.

Just press back button from that screen and it'll go back to asking you for phone number verification and you're set to go.
But why would you want to get an app that doesn't work with SMS amd keeps all your conversations stored forever? I uninstalled within 5 minutes of installing. I'm not going to ask everyone to instal a new app to do the same things a billion more apps do. And, on top of that, have all the conversations stored on Mother Google's servers

Do you have a screen overlay app like Twilight? If so, I always have to go back and disable that in the list before I can give certain apps permission.

It's not Allo needing that permission. You have another app that has a screen overlay preventing you from activating Allo.
