Smart Manager -> App Power Saving, background or foreground?

So I've upgraded from S4 to S7 two months ago so I'm still new to Samsung's Smart Manager. When it proposes putting an app in "Power Saving" mode, I determine if I'm expecting important notifications from that said app and if so, I leave it off (no power saving) because I've read it could interfere with notifications since the app has to run in the background. At least that's how I understood it.

Now my question is: if I put an app as "Always" or "Always after X days" in the list of Smart Managers "App Power saving", will its CPU usage be reduced (less performance) WHILE I'm using that app in foreground or is it only for background purposes? Because I want to use an app's full potential while it's in the foreground, otherwise I could just hit the "Power Saving" mode in Android's drawer / top slide-down menu.
