You don't need wifi so long as you have a cellular data connection. Although it uses wifi signals as reference point to get more accurate results. For example your phone comes across a Starbucks wifi signal and then it knows where you are, but it's not necessary.

Yes you need some sort of data connection to get the maps.

If you are talking about the Navigon application, then you can have your gps enabled and you don't need wifi or cellular data. The thing is that you can download the map of your country for offline use. The maps range from 200mb to about 600mb depending on your country. So use your wifi to download the maps. Cheers
