Still no 4.3 in Asia? Particularly Phils?

Hi, I'm just wondering if it's normal to still don't have 4.3 here in some parts of Asia (particularly in the Phils). I have a samsung gt-i9300 UNLOCKED / INTERNATIONAL version. I've been checking kies through and through and still no-go. Is this normal at this span of time?

And I was wondering if we have something like (if you're familiar) Sachesi for BlackBerry here in samsung updates? To force update the 4.3? Thanks guys

You can do it manually by a software called odin......look in YouTube nd all....I got my phone from uae ....still no update ....it lukz uae wil get tr update on march....soo I have to wait till march....
