S3 charging issue

So when my galaxy s3 is completely dead is does not charge through the main switch of my house. but when i connect it to my laptop via a USB cable it charges. But when my phone is powered on it charges through the main switch. Can Somebody help me out

Is the charger the one supplied with the phone? I've found chargers that are from other devices (a BlackBerry) that worked just fine with an S4 but won't work on a Note 3, but the S4's original charger will do just fine on the Note 3.
