A friend has been unable to get touchwiz, some questions

I saw in the androidcentral article they said, "(You'll also need to be registered with Samsung's update service.)" How do they do that?

Any other reason the update might not be working?

It is back. I just updated my wife's tab from stock Honeycomb to Touchwiz. There is also an update from the first release of Touchwiz. It is fairly small, only about 3.5MB.

I had to check for updates twice before it picked it up.
Installing now.

I also had to check install twice? It took about 35 minutes to install. So far no issues and browser is stable!
