Do you mean over an actual cell signal? None of them do. There are workarounds like Skype, and certain services like Comcast have apps that allow you to make a phone call over wi-fi based on your home phone number.

I don't think any of the actual tablets from Samsung can make calls--even the ones with a SIM card. The SIM is only for mobile data.

The tab 2 10.1 (P5100) can make cellular calls and has a sim slot. Ditto for the Note 10.1 2014 (SM-P605). Whether they are available in your market, you will have to determine.

There is usually a GSM version in every range of the Samsung tablets...

Is that in the US, or elsewhere in the world? I wasn't aware of any full-sized LTE-enabled tablets that could actually make phone calls over cell signal here in the US. Good to know, if that's the case.

I don't think the US versions of Samsung tablets have telephony functions. The international ones do though.
Not that I make many calls from my p605 but it's nice to know I can.

You, need to search for a phablet this is a phone and tablet in one i use a Acer liquid s1 and thats super big screen and also a mobile phone

I don't think holding my Tab 2 10.1 up to the side of my head would work too well.
I suppose I could wrap a big ole rubber band around it and my head for hands-free calling.

Just kidding. The Tab 2 does not have phone capabilities.

There are many tablets that make phone calls. The US carriers choose not to sale them. But they will work on T-Mobile's and AT&T's networks. Asus makes the Fonepad. HP has the Slate 7 Voice. Sony's soon to be released Xperia X3 Tablet Compact will make phone calls.

Most of the tablets that Samsung has released have a variant that has telephony capability built in. Including the Tab 2, Tab 3, Tab 4, and Note series. The variants are distinquished by model number not by name. For example, the Samsung Note 8 has a model GT-N5100, which has telephone capability and SGH-i467, which doesn't, and GT-N5110, which is wifi only.

There is nothing to fear in buying international devices. Just make sure the frequency bands are compatible with AT&T and T-Mobile, and buy from a reputable source, like Amazon. I bought my Note 8 N5100 almost 2 years ago, and have been using it on AT&T ever since.
