I'm in the US and I just woke up and went to use my tab and there was a 300 mb update waiting to be installed. I'm assuming it's Jelly Bean.

Go to settings > about device (all the way at the bottom) > software update

That should start the download.

I'm in the US as well.
I saw yesterday evening that the update widget had an 'N' on it, signaling an update, but clicking it said no update available. Even today it doesn't work :/
I thought that maybe Samsung's servers might be overloaded, the only explanation I can think of for the behavior.

Got JB 4.1.1 on Sam Tab2. Great, however now WIFI not connecting, does not pickup home wifi signal? I'm on a Telus 7137 wireless network. On JB can't see where to enter my wireless network?settings?

Hello. I haven't gotten any sucess trying to get the update via Kies in the last couple days and actually called Samsung tech support about it. Basically what this guy told me that they are preparing the firmware update, but the updates people have been getting were a test batch since no official news was posted about the update yet. Hopefully it will be available soon.
