How can you fully backup and restore Tab3 7" & 10.1

I Have been tasked with building 300 Samsung Galaxy Tab 3 7" 3G+Wifi and 200 10.1 3g+Wifi. they will all have the same apps installed and Configured the same way, I have built one of each but now need to some how image them to replicate and speed up the rollout. The units cannot be rooted and have software that is not available on play store so does not get backed up with the Google backup There is also an amount of system setup been done in order to stop users playing. Debug has been enabled and also a screen lock password same across all units. I have tried the SDK ADB methods to no avail and Holo which is pretty much the same Holo will take a back up but fails restore. Is there a commercial bit of software out there?? Somebody must have the answer.
