The only buttons are "running tasks," "home," and "back." Some older apps require a dedicated button to access settings. Anyone have a workaround for that?

With devices that don't have physical buttons, Android should know whether or not to display an onscreen menu button, which usually looks like 3 dots arranged vertically. It's usually located at the bottom or in one of the top corners of the screen. Which apps are you having problems with?

It's not Android that displays the overflow (3 dots) button. It's up to the developer to program their app with the proper standards so it shows up if a physical menu button is not available.

But some apps don't do it properly. But luckily you can long-tap the multitasking button to simulate a menu button press.
