Default app: "Unfortunately, Downloads has stopped"

Hello all

For whatever reason, whenever I try to launch the built in "Downloads" app (downwards pointing arrow on a square) I encounter a blank screen with the message "Unfortunately, Downloads has stopped". (Screenshot attached)

Additionally, it's no longer visible in my apps drawer, although I can locate it in Settings -> application manager -> (swipe to "all") -> Downloads, and I can launch it, and encounter that error message, via a different app launcher I downloaded months ago.

I'm hoping someone can kindly assist me on this. I've cleared the cache and data, force stopped and restarted both the "Downloads" app and the "download manager" app via the settings menu to no avail. Tablet is updated to most recent kitkat, not rooted.
