Why is my tab4 smt230 is not getting on

It is stuck on the start page. It says 'Samsung galaxy tab 4. Powered by android' please help I bought it for $300

If it's a recent purchase, return it.
Otherwise, try a Cache Partition wipe. If no go, try a Factory Reset....which you'll have to do anyway if you return it, unless you haven't yet had the chance to set it up and add your own personal info and data.
