Discrepancies in app availability (time-wise) per country

It is becoming more and more annoying that different apps appear at significant time gaps in different country-specific Samsung stores.
For example, according to a report from one user on Runtastic Facebook page, their Gear 2 app has become available in Austria more than a week ago, yet here in Australia (and from what I understand at least in Germany as well) it's not yet available.
What about other countries? Why is there such significant gap? I'm not talking about apps made for specific countries, I'm talking about general apps that are just delayed many days/weeks for no apparent reason...
