First, I ran every conceivable update on my phone, but S Health still wasn't working. Then, I downloaded a new version of S Health from here:
http://forum.xda-developers.com/showthread.php?t=2677686.
I didn't have to do anything difficult to install the app. After I downloaded the complete file, I opened the folder. I had to install two apx files. I just clicked on them and they installed themselves. I was winging it, but it worked.
Keep in mind that I'm not sure if this version of S Health will work on all phones. It does work on the Note 3.
Good luck!
