I haven't noticed the jitter on my Tab- I had it on my Note 8, restarted it and jitter went away. Maybe that could help?

That's a rough deal- but sounds like you're throwing the baby out with the bathwater. There have been a lot of people that have updated to Oreo and have had no issues. I'm assuming you've already done a factory reset?

Mine either- I just chalked it up to one of my million apps fighting with an obscure setting.

One looks like a pause, could it be a music player? I have players that allow for controls on the screen when the app is down- could that be it? Have you tried tapping the settings? Just me, but I actually think it looks kinda cool, sort of a "screen burn" effect.
