Chrome Remote Desktop. Comes preinstalled on Chromebooks. Great app.

I guess my question is how do they inspect it? Is it as simple as plugging it up to a computer to see if it connects, Power/Vol- button combo, etc? Anybody have any experience with that aspect?

May be the ad hoc setting screwing you up. Try running it Open to see if they pick it up, then run it as WPA & set a password, etc. May even try uninstalling the app then reinstall.

... Cant remember if you have to be unlocked or not to OC it, though.

Install an OC kernel; will take care of the lag.

Using Root Explorer, mount as R/W, go into cache & look for the official update file(s). Should say "blur" in the filename I believe. Delete the file. Worked for me. Or can save file to your computer for later use if necessary.

Try Nebtop. It works for me to mirror my phone on my Lapdock.
