Incredible keeps telling me to upgrade to xxxxxxxxxxx.15 (can't remember the exact version but it ends in .15). When I say OK, it hangs when it tries to reboot. What do I need to do?

In reading the Incredible owner's manual at http://support.vzw.com/pdf/user_guide/incredible.pdf, page 152, it refers to a Photos app accessed from [Home] [all apps]. I do not have such an app there. I can get to it via the Camera app but I think this is a convoluted path. What am I doing...
