If the ads are in your browser, that's one thing. If they are popping up on your home screen or through notifications, then some app is being bad and you have figure out which one it is and remove it. While i get some annoying ads on my browser, i never get pop up ads on my home screen or...

It does not necessarily mean its running. Programs can be loaded into memory for quick startup but not get any clock ticks while asleep.

Hard reset often cures many ills. Use smartswitch to make a back up. Then factory reset and restore from smartswitch.
