First high-end 64-bit SoC?

So we recently saw that HTC announced their first phone running Qualcomm's mid-range 64 bit CPU: HTC's first octa-core 64-bit smartphone is on the way | Android Central
Obviously that is a great achievement, but it's not going to be in any flagship devices. Who do you guys think is going to release the first 64-bit CPU that will be running on next year's Android flagships? Is it going to be Samsung (Exynos), Qualcomm (Snapdragon), or NVIDIA (Tegra)?

Forgot to add Intel. Not sure how far they're come with their SoC. Do any of these have onboard LTE modems?
