Will a factory reset solve my issue? I can no longer get a 3G data signal.

A factory reset will not replace the file(s) you have deleted. However, you can do what is called a full system restore. This is where you use your computer to completely restore your phone to how it was when you first got it. You can find all the files and instructions on recovery here:
