Minimizing Power: Rom vs. Kernel

I was wondering what is more important when it comes to extending your devices battery life; the kernel or the rom? I was thinking of measuring the average current of several kernel and roms on my s2 Skyrocket, but I thought I would check with the community to see if the answer is already known.

Obviously, I realize that a kernel w/ an overclocked processor is going to consume more energy than the same kernel running at nominal frequency. So for the sake of keepingg this simple lets just assume no overclocking.

I would say its more than just that
But I would start with the kernel as it controls the hardware directly then the rom working with the kernel then the apps but even without overclocking, a CPU working to said limit will eat your battery too also your gpu does the same

But in the end it a combination of everything working together to suck the life out of your device
