Why isn't my phone booting?

phone not booting

so i flashed a custom rom on my s4 mini lte and i then flashed a custom kernel but from then on my phone would boot and all id get is a blank screen and even my hotkeys would light up and then i pulled battery and put it back in and now my phone wont go past my model number and the screen fills up with a lot of rainbow drops and i am really scared of this and plus i can also get into odin and recovery
any help appreciated

Re-Flash your ROM.Try this-get into recovery mode,factory reset,wipe cache,dalvik cache,Flash ROM,Flash GApps.

you should always have backup! use your backup utility to recover your previous ROM, and try again. some ROMs may not be compatible with your phone.

how do you get to the backup utility if your system won't get past the bootup screen?
