As far as OTA, I am not sure. It might be rolling out now, but not every device gets it at the same time.

I am from South West Kansas. I spoke with Sony rep like Monday and said it would be released soon. I just thought maybe someone heard something different?

"Released soon" can mean any time from next week to 6 months from now. (TMobile just pulled an LG update because of bugs, and there's no telling how long it'll take to diagnose and fix them - it could be another 6 months.) Once it's released, as Golfdriver said, it's sent to a few phones at a time, so it can be months from when the first phone gets it to when the last one does. It's not by area - a few are sent out on each tower at a time.
